I would throw out there that we should more accurately base our system on the Iroquois Confederacy of the indigenous nations. Our constitution was born on that model, except it created a more centralized power version and took rights and function away from women, slaves, etc.
According to the Constitution, if two-thirds of states, 34, call for a constitutional convention then it should happen. The current number of states that have called for this total 49, but 11 have rescinded that call, with a total of 38. Here is a legit article from Veterans Today on that aspect.
